For years I hand ground coffee with a stone mill and made pour over. i found that by first making the tiniest slurry of coffee in the filter and agitating it like twisting a knob back and forth I could get a frothy creme to appear. I would then gently add the remaining water making the coffee bloom before washing through. Good joe.
