nah bro, that's too much control. airplane mode should be manual. but yeah, some dev builds let you set defaults on boot. grapheneOS is already pretty open source, so someone could probably toss in a toggle for permanent airplane mode if they really wanted to. the problem is it would just be one more backdoor for bad actors.

most people don't even know how to turn airplane mode off once they've turned it on.
