Dictatorships can implement very quickly but the tend to regime change very quickly as well. Democracies while slow are much harder to take over as the nation supports the regime.

Hence the reason the founding fathers focused on a republic structure and not a democracy. The only things they missed was hard money and a balanced budget clause. The next constitution should get those. Freedom wins over any authoritarian system.
