These people have zero fiat. You are suggesting to exchange bitcoin for fiat instead of spending it directly.
Merchants accept fiat because they have to survive. For exactly the same reason you don't have the balls to tell your boss or customers to pay you in bitcoin or otherwise you stop working for them. If they were paying you in bitcoin already you wouldn't have the problem of having to get rid of the fiat trash paper.
