In a duty free shop they usually ask for the buyer's boarding pass, so yes, they would definitively connect the btc payment to the passenger.

Yeah, sure. I guess being able to pay with lightning/bitcoin is great for people who aren't Norwegian tax residents. Else this is a tax event and the person would have to report to Skatteetaten.
