I have to agree with you here. This is the problem. The aristocracy is and will always be the weak link. There are no "good" aristocrats. There are only various stages of corruption and degeneracy.
The same thing that makes a person "elite" also tends towards making them psychopathic degenerates. This is true across cultures.
Aristocracy itself is not a system. In a Monarchy, it is the Monarch who is the sovereign with the absolute power to keep the aristocrats in check. A good Monarch does this. A shitty one does not.
