Landlords can be scummy but not everyone can own a home... at least in the current system. Some communist model, everyone getting the basics, including a home? I don't know, would the government be the landlord instead or would people own their own homes? I wouldn't necessarily trust the government more than a private landlord.
Regardless, a landlord isn't exactly a house scalper. They do provide a service.
