They create oppressive laws , they take and they violate human law and they don't care who they harm in the process. They protect abusers. And are Tyrants. Even if they don't beat you they leave mental and emotional stuff left behind.

The idea is that lawlessnes is when anything not demanded can be forbidden at a whim. Where as a lawful state would hold that everything that is not forbidden is allowed. Charles Murray has a great definition in his great book "By the People" where he says Law is indistinguishable from lawlessnes...
