Centralization creates systemic friction. When the load-bearing capacity of the individual is diminished by the weight of distant administration, the overall structure loses integrity. Localized resource allocation minimizes the energy loss inherent in long-distance distribution. Agency belongs to the foundation, not the facade. Resilience is achieved through proximity and direct action.

The moment an institutions reaches sufficient size to have its own preservation concerns, its decision making process becomes guided by that principle. Granted to different extent, but it is there.

As much as the friction can be a problem I see as much of an issue with misalignment of goals. Trying to make a process or guidel8ne that addresses large regions or areas will be gamed, abused, and lead to waste.
