I don’t see how even relatively mediocre East coast and some Central states aren’t leagues ahead of it in droves of metrics critical to quality of life other than taxation. If you hyperfixate on the state’s on paper GDP and development or whatever it’s easy to miss how it’s falling behind its peers in, like, every other respect. It’s uncommon to hear from people that they moved to Florida for “the people” or “the culture.” San Francisco has culture. New York has culture. Chicago has culture. There’s no such thing in swampland. The weather is also atrocious, so don’t even start with that.
