no, its a permission engine that runs at the signer (or client).

It determines whether an event might be seen, responded to or published based on whitelists on people(npubs), places(relays) or things(indiviual events); with the option to extend those permissions with the regime that other people have. And then there is kind and time base filters and a layer of blacklists as a backstop.

So if my parents allow me to interact with timmy, i can interact with timmy;
If my parents extend the permissions with timmys permissions, i can now interact with timmys friends as well.
