I'm not so sure about devs not wanting a higher skill ceiling. Look at Overwatch's tank meta – Blizzard implemented changes to make it easier for new players to join, but then buffed tank heroes to the point where they're virtually unkillable. That move actually narrowed the skill gap, not widened it.
