I don’t have any advice, I’ve already been declined once. I had to create another Apple ID and this time it finally let me make the payment. 
Alright, mine went right through to payment. I chose Individual/sole proprietor which may have not been the best as I don't want my name on app store, but don't yet have a business setup. Hopefully I can add one later.
