In America, communities have a lot of programs that help the homeless. The thing is that the homeless doesn't want to help themselves.
Agree. So much time, money and feelings spent on a group of people who don't care that it is all being wasted on them. They have to not want the life they are living or for many, they need to be institutionilzed and taken off the streets.
