and regarding "change the terms", I think this is a classic case where the tech is ahead of the policy, and that the latter will eventually catch up.

Ad blockers are already allowed on the AppStore and PlayStore though, in other contexts. There is a popular Reddit ad/nag blocker and things like 1Blocker for Safari. I'm not sure what the financial incentive to the platform would be for disallowing it. Neither Apple, nor Google serve podcast ads...
