You bet it is, but I argue culture is largely a device created by authority.
Authority’s first arm of control IS culture. It’s what makes people obey for the sake of obedience. It’s the sociological ruleset in place that tell people how not to draw unwanted attention. It’s the cheapest and most effective form of control.
Authority’s second arm is only utilized when the first arm fails: violence. If people won’t obey to the ruleset, they will then respond by whatever force necessary.
