You bet it is, but I argue culture is largely a device created by authority.

Authority’s first arm of control IS culture. It’s what makes people obey for the sake of obedience. It’s the sociological ruleset in place that tell people how not to draw unwanted attention. It’s the cheapest and most effective form of control.

Authority’s second arm is only utilized when the first arm fails: violence. If people won’t obey to the ruleset, they will then respond by whatever force necessary. Whether that be arrest, riot control, letting out the dogs, turning the hoses on people, coercion, or murder; proportional to the level of resistance usually

I think maybe it is more hijacked by authority, but what I know.

I think there will always be a kind of struggle between what the state wants to prevail as culture and the culture that arises spontaneously within society, which doesn't have to align with the official discourse. In fact, sometimes culture itself can be the response to abuses of power
