I would say you'd have to be blind not to see it, but most people don't have the knowledge or insights to recognize the truth. What China is saying is in part true, and the security concerns of the US are largely security theater.

While there are elements of truth and an air of legitimate security concerns and objectives that should be achieved by the US to counter Chinese and other foreign threats it's hardly what the US is actively engaged in. On the flip side China's corporations do all cooperate in achieving the countries military objectives.

The US should focus on developing a fully in-house supply so much so as it's possible over the coming decades, but things like restricting manufacturing of routers to US shores despite there being no legitimate security reasoning behind it ... that's another matter.

To bring a manufacturing supply chain back to US shores is the sort of thing that would require massive investments and automation all over the place. The objectives should not include employment so much so as developing mines for raw materials, modernization and automation of manufacturing, and developing the technical capabilities (human resources, etc).
