Of course he is. Everyone is to blame for their OWN actions.
I’m not saying he deserved to die, or was dealt with appropriately. That’s a different question.
You’re crazy if you think every person of authority is thoroughly trained, perfectly effective, immune to mistakes or rash reactions. Shit is going to happen. Single events are not a reflection of the core values or goals of an authority though.
