Why not a Layer 2? Because I think that Layer 2—or even so-called Layer 3 solutions—will always face the scalability issues inherent to Layer 1. Although, to be honest, I highly doubt I’ll live long enough to see Layer 1 actually experience a real congestion problem.

For that to happen, humanity would have to stop being stupid—which is highly unlikely.
