Financial transactions move sats, storing JPEGs is a completely different use case for Bitcoin.
Ultimately this comes down to teleology. For what purpose does Bitcoin exist and why do people use it?
Bitcoin exists to process valid transactions. Full stop. The protocol doesn't ask why you're spending or what you're buying. A 1 sat payment for coffee and a 1 sat payment to anchor a JPEG are identical at the consensus layer.
