Explain to me like I’m 5yr old how a “fee market” where person A takes the fees and person B incurs the costs/legal risks (without receiving any fees) will somehow prevent person A from allowing more and more data that person B needs to store.

It will not. Person B will inevitably choose a different hobby. Person A is thinking about their costs/legal risks. Proof of work. It is the work for which you receive the fees when finding/mining a block. You did the work, you deserve the money. If on the other hand you choose to keep a copy of the blockchain on a node, you did nothing different than any other copier of the blockchain regardless of its content....
