I'll be making two changes.

1. Adding what I'm calling the "Colleen clause" for users who are active Fedi users, but also sell things. The purpose isn't to prevent rela users who are artists, creators, etc from getting a platform, but to prevent raid shadow legends type shit.

2. Adding clarification that the only things that can be actioned are reports. My notifications are a mess these days and I want to make sure that anything that is reported actually gets actioned.
