It's called a low-trust society. The real problem (assuming solutions to restore high-trust society remain a pipedream) is that we have refused to adapt to this cultural paradigm shift in the way you think we already have. A general understanding that fucking with a stranger could quickly lead to a justified dirt nap would do wonders for restoring some semblance of order.
