Is anyone really surprised by this? The Nats normally give Labour-led governments 3 ordinary Parliamentary terms to raise revenue to fund necessary infrastructure maintenance and social programs. Only then do they come in to slash and burn all of that, and spend the public money thus freed up, on bribing potential campaign donors.
