Not only was it 13 months but it was completed ahead of schedule and under budget. They did have 3,000 workers and it was built during the Great Depression.

I've in construction for 30 years and I can attest - the permit process has nose dived for the last 10 years and it takes 13 months to build a 10-story building now. However, it is much more safer than it was in the 30s, but the red tape is insane!
