There's been a lot of coverage of the forthcoming report by Alan Milburn on young people's work prospects, but what is refreshing is that he seems to be rejecting the usual victim blaming & rather focussing on the dysfunctional structures & systems that young people confront when trying to find their way into the workforce.

This change of emphasis is very welcome, but whether it will find its way into any policy responses is a different matter.
