So Core added a filter in v30 to limit the number of operations in a single transaction? Don't they know filters don't work?

From https://bitcoincore.org/en/releases/29.1/ The minimum block feerate (-blockmintxfee) has been changed to 1 satoshi per kvB. It can still be changed using the configuration option. Is it the same behavior the want introduce in V30 ..... Min fee transaction 0.1Sat/vByte?
