You're not gonna harvest enough energy to transmit over LTE. I actually had a patent in energy harvesting. It's good for much lower power operations.

You could just broadcast a Bluetooth beacon intended to be transported by devices on the find my network, which means basically any iPhone or android around can do the internet hop for you.
