Each city will have a published list of every citizen and the name of their house. This list shall be provided to each and every house, sometimes twice or even thrice in a calendar year! These lists will seem amazing at first but eventually they will be discarded and swell with rain water upon the changing of the seasons, left to rot in the sun and wind.
