Taxes on fuel are used to pay for road maintenance, and they are somewhat proportional to how much a driver uses roads.
A yearly lump sum (we already pay that too, btw) is not linked to the usage of roads, so it will impact more those people who use their car less often.
With EVs this is no more the case, because electricity is not tied to road usage as fuel is.
