It doesn't. But if you want to rule over a population of people keeping them unproductive is helpful. You want them just productive enough to provide you with the things you want, but not productive enough to recognize the situation nor oppose it's institution.

IDK but the shilling bottom feeders sure seem to like it so they can fill their homes with cheap low quality goods in perpetuity. Seems silly to me. Would it not be better to produce more value-added and high quality goods, charge more and have more money flowing for everyone? Oh wait, then people ...
