High pingtime is my guess, but if the arctic had net backbone access spanning across the pole, it would be a point of advantage.

Power I'd guess. Imagine deploying and maintaining such cables and electric stations by such temperatures ? We'd need small nuclear reactors for that but I guess it's not ready yet.
