When you say "gossip is removing relays" do you mean the relays on the live page? They only get "removed" if the relay disconnected. Gossip doesn't disconnect. Gossip doesn't go straight away back to relays after they disconnect - if it did, it could get into an infinite loop of disconnecting and co...
