A landspout is much weaker and has a different cause than a tornado.

"It forms from the ground up when pre-existing spin at the surface gets sucked into a rapidly growing, but unrotated thunderstorm, making it generally weaker and shorter-lived than classic tornadoes."

Think a dust devil with a cloud overhead.
