There is already a project going on to create an "internet" (lowercase intended) to transmit datapackages over radio. Bros are building whole ass retractable antenna rigs to set up in the back of their trucks to they can blast datapackages to recievers and then move on before the FCC even knows enough to try and triangulate their positions.
