A cold roll laminator is the class of machine you want. Two silicone rollers, hand crank, adhesive film from a roll, one face only by design. Pouch laminators cannot do it, because the sheet sits inside the pouch and gets sealed on both sides. The desktop photo-mounting models are the cheap end of that class. Their rollers also kill the bubbles that hand-squeegeeing leaves behind. Worth trying before you buy: some inkjet vinyl already ships with a matte laminate on top. For flat stickers that removes the film step entirely.
