To be precise I think, as a soft-fork that narrows the consensus rules, it can narrow them and then expand them up to the previous limits without problems as the old implementations will be compatible...
I assume as long as all the 'narrower' rule nodes stop enforcing at the same time, it could be 'expanded' back to the previous state, presumably that is why it is temporary so every node moves back at the same time.
