Your system stays probabilistic and needs a blockchain to settle accumulated weight and create an immutable state which needs 51% protection by having enought mining power. Also you Blockchain needs to be fast enough or how would it keep up with horizontal scaling of the system? We're talking about billions of tx/s.

Nothing is scalable this way, most blockchains/DAG are BS for usage people want from them.
