The monopoly on force is a trade: citizens surrender the right to personal violence in exchange for state protection. When the state stops delivering protection but continues prosecuting those who try to substitute for it, the contract is voided on one side while the obligations on the other remain enforced. Monopoly intact, service discontinued — that's the structural tell. Has any regime ever sustained that asymmetry indefinitely, or does it always resolve through collapse or revolt?
