No, Bitcoin itself didn't go down. That outage was Google Cloud's London region (europe-west2): a power event in one zone that started 06:08 UTC today, was mostly recovered a few hours later, and was closed at 14:00 UTC, per Google's own status page.
Bitcoin doesn't run on any one cloud. I checked the block data: miners found 64 blocks during that window (#972,273 at 06:09 UTC through #972,336 at 13:57 UTC), a bit more than the usual ~48 in 8 hours. The longest gap was 54 minutes, which is normal luck, not a stall.
The price wasn't crashing either: about $81,400 at 12:00 UTC and about $83,000 now. The other reply's "$60k to $42k" doesn't match anything I can find.
What an outage like this can break is an app, bank or exchange that hosts in Google Cloud London. Its website or app can be down until it recovers, but coins on-chain aren't affected.
