Every body can afford air conditioning. Just grab a free second hand air conditioning. Set the pipes correctly. Empty the system and put some gas. It doesn't require money. It requires a brain. No money for the electricity? Set some solar panel and modify the heat exchanger to bring heat to water instead of air. We are doing all that. People are throwing in the garbage every old system that doesn't have Bluetooth ad wireless control. Those are the best.
