Yes, I relate to this extremely hard having run a gameserver for so long. I am the "Starts his own thing" kinda leader, although also the one who gets granted power due to being useful.
On my server if they want admin? 99% of the time that ends terribly. I have given people benefit of the doubt in the past, never goes well.
If I choose someone as admin its maybe a 40% chance it goes well, but at least that is a lot higher number. Some of them quit the game sooner than i'd expect or still abuse when given power, but usually I know who to pick and its the first case where the admin is just less active than I expected.
But theres so many who want power and will pretend to be helpful in exchange. While in reality they could have done the exact same thing without the power by just reporting things to me and giving people help in the game. Hard thing for people to understand when they are power trippers.
