Enriched flour was the specific thing I was thinking of. I wouldn’t be surprised if there are different rules for independent bakeries though.
There's no regulation enforcing enriched flour. It's just so much cheaper than the alternatives, that it's the default choice for most bakeries to keep the sale price competitive. I'm sure it comes a no surprise that flour is a huge line item in bakeries expenses.
