It is preceived as provocation because it is perceived as "I attribute this near 0 value to *you*" and "be happy you this because you're not getting much else, from anyone anyway, loser." Maybe these zaps are just a symbolic way to interact or test out the payment system. Would be cool if everyone had the option to "decline" or "decline by rule", such as block a sender or set a minimum sat amount. More control, less distraction, higher satisfaction.
