Netcup is pretty good though they did up the prices since I purchased with them. I pay $6 and some change for a 250gb storage, 8GB ram vps. Just be prepared to setup all the security yourself after changing the language from German. haha

Hetzner is really good. I stayed away from super cheap ones that were supposedly 1 or 2 bucks bc they had a shady history and problems such as wiping servers, deleting content and locking people out of their accounts.

Could look at Vultr, Linode, and OVHcloud as well.
