I don't know the answer to your question but figured I'd chime in with a comment. With murs and frs radios ... the radios are licensed so the operator doesn't need to be, but they're locked in to cert...
yeah... I think I'm finding out after 2021 many of the amateur radios started being locked and are unable to transmit on frs, gmrs, or others. I'm also just trying to figure this out so I could be completely wrong.
