This trade was publicly considered in 2023 with an option for Cuba. I'm not sure it's the same, but the US gets a kinda petrol dollar, Russia gets Black Sea access and maybe an Arctic trade deal, and China was just given the future consumer RAM market and chip access -- if that was related.
