Nothing so permanent as temporary GOVT
The Illinois State Toll Highway Commission was originally supposed to end, and the tolls removed, by 1973. This date was part of the promise that tolls would be collected only until the bonds used to finance the initial construction were paid off. However, the General Assembly made the authority permanent in 68, and the original construction bonds were not actually paid off until the early 1980s, with tolls in place ever since.
