It's possible to be broken without accepting a victim mentality. Choosing to spare a family member for example. You're correct re full force of the state. That was hyperbole.

Hollywood programming has us believing that if someone is aiming a gun at your loved one, with a threat toward you, that the "right" thing to do is give in.

This makes you complicit in their evil instead of letting them stand alone in it.

If your family member loves and respects you, and honors your decisions. Giving in to demands disappoints them, and changes you into someone else. Someone that may no longer be worthy of their respect.

Even if you give up for alturistic reasons, I'm not sure that is identifying as a victim. I'll need to ponder that more. It is capitulating to evil though.

In regards to hyperbole, let's do our best to keep the conversation real. It's nice and deep. Let's keep that value and not cheapen it.
