For Surf City, you can take a bus on the main road just outside of the bus station in San Salvador. El Tunco is more touristic, if you prefer shops and all. Personally I prefer El Zonte. Fewer options...

The bus is frequent and easy. I stayed in El Zonte and took the bus every day. No idea why some are .50 and some are $1.50 but it says on the side plainly enough.
I like the vibe in El Zonte best but El Tunco is probably more fun for the 20-30 crowd.
A ~20 min cab ride to La libertad at night is about $30
